ICPD charges transient for camping and defecating on Shelter House property

Iowa City Police were called to the Southgate Avenue shelter twice on Thursday after reports that a male subject who had been banned from Shelter House for theft had been trespassing on the property, including defecating on multiple occasions. An investigation determined that 44-year-old Jose Antonio Tollinchi Rivera had built a camp on the property.
